Rules for issue of Commemorative Postage stamps.


India Post has issued / renewed a set of Rules for issue of Commemorative Postage stamps. This is found in the website of India Post.

The New Rules include some points which I think may be a ray of hope to Indian Stamp Collectors.

Dr.D.S.Kothari

India Post released a stamp on Dr.D.S.Kothari on 6th July 2011.


Dr.D.S.Kothari,an eminent Indian scientist was born in Udaipur in Rajasthan on 6th July 1906.He did his MSc in Wireless (Electronics) and later obtained PhD under the supervision of Ernst Rutherford at the Cavendish Laboratory, Cambridge.He brought about a lot of changes in the Physics Department when he was in Delhi University as the Reader and Head of Physics Department.He was scientific advisor to Ministry of defence from 1948 to 1961.

Dr. Kothari has made immense contribution to the field of education and was appointed as the Chairman of the Indian Education Commission in 1964. He was appointed as chairperson of University Grants Commission in 1961 where he worked till 1973.Besides this he held many other important posts in the field of Education.

He has won several honours and awards for his contribution in the field of Science and Education. He received the Padma Bhusan in 1962 and the Padma Vibhushan in 1973.

He passed away on 4th Feb.1993.

500th Anniversary of Thailand-Portugal Diplomatic Relations.

 A joint issue will be issued by Thailand and Portugal on 20.07.2011 to mark five Centuries of the Opening of the Window to the World at Large.In the reign of King Ramathibodi II of the Ayutthaya Period, Portugal was the first Western nation to come into contact with Thailand. There were trade transactions and co-operation in many areas. So, the relationships between Thailand and Portugal dates back almost five centuries to when the two countries established diplomatic ties on February 10th, 1859 by the signing of a trade and navigation agreement. In 1981, Thailand opened its first embassy in Lisbon whereas Portugal established its consular office in Bangkok in 1818.

The Order of St. Andrew.

The Order of St. Andrew is the highest state award of the Russian Federation.On July 1, 1998 by Presidential Decree Order of St. Andrew restored as the highest state awards of the Russian Federation which was cancelled during the Revolution. The decoration is conferred outstanding statesmen and public figures, as well as other citizens of the Russian Federation for the exceptional services, promoting prosperity, grandeur and glory of Russia.

On 1 July, 2011 Russia issued a Souvenir Sheet which depicts the badge of the Order of St. Andrew on the Order's chain, star and ribbon of the Order.

75 years of the Russian Interior Ministry traffic police.

The Russian Interior Ministry traffic police was set up in 1936. In 1989 it was renamed into the State Inspectorate for Road Safety - traffic police of the Russian Federation.The main functions of traffic police are damage control, elaboration of technical operation of motor vehicles, control of driver training, accident records and analysis of their causes, bringing offenders to justice , the leadership of the issuance of license plates, data sheets, search cars etc.

The postage stamp released by Russia on 27 June 2011, depicts the official emblem of the Russian Interior Ministry traffic police.

350 years of voluntary entry of Buryatia in the Russian state.

On 27 June 2011, Russia released a stamp to celebrate the 350th Anniversary of Voluntary Entering of Buryatia in the Russian State. The stamp shows the emblem of the Republic of Buryatia.

350 years of Irkutsk.

Russia released a stamp to celebrate 350 years of Irkutsk on 24th June 2011.

Irkutsk is located on the rivers Angara and Irkut Ushakovka, 66 km west of Lake Baikal.The stamp shows hows the walking and park in the central part of Irkutsk, Angara river and the city coat of arms.

200 years of Independence of the Bolivarian Republic of Venezuela.

On 20.06.2011 Russia released a stamp which depicts the silhouette of the monument to Simon Bolivar on the background of the national flag of the Republic of Venezuela to celebrate 200 years of its Independence.


The Bolivarian Republic of Venezuela is located on the northern coast of South America. For a long time the territory of the Venezuelan coast was colonized by the Spanish crown.On December 1811, Venezuela was declared a republic. One of the leaders of the national liberation struggle was Simon Bolivar. He took an active part in the overthrow of Spanish rule in Venezuela, and the proclamation of its independence, and in 1819 was elected president of the republic of Gran Colombia, consisting of Venezuela and New Granada.

Royal Australian Navy


To Mark the 100 years of Royal Australian Navy Australia Post released as set of 2 stamps on June 14, 2011.
 
The historic stamp features Seaman Frederick Mills, a biplane and the battle cruiser HMAS Australia (I), HMAS Australia's badge consisted of the Federation Star overlaid by a naval crown, and the motto Endeavour which recalled Lieutenant James Cook's ship - the first ever vessel to reach the east coast of Australia.

The modern stamp features a Seahawk helicopter, the HMAS Sydney (IV) and Able Seaman Rebecca Florance, Communication and Information Systems Specialist, in the Operations Room. HMAS Sydney is one of the Royal Australian Navy's four guided missile frigates. The Adelaide Class vessel was commissioned in January 1983, measures 138.1 metres in length and has a top speed of 30 knots.

The postmark is from the HMAS Cerberus post office.

M.F.Husain and Indian Stamps.

Maqbool Fida Husain an eminent painter who has been regarded as “Picasso of India” died in London on 8th June 2011, has also contributed to Indian Philately. He designed 4 stamps on 1982 and 1988 which is regarded highly by philatelists and  prize stamps for those who collect stamps on paintings.

Russia released a stamp depecting the Coat of arms of Irkutsk on 26.05.2011.


Russia-Montenegro Joint Issue.


A joint Issue of the Russian Federation and Republic of Montenegro was released by Russia on 26.05.2011. The stamps depicts the Kazan Cathedral in St.Petersburg, and building of the Russian diplomatic mission in Cetinje in Montenegro.

Republic of Komi - Russia

Russia released a stamp depecting the Emblem of Republic of Komi on 26.05.2011. Komi Republic is located in the north-western extreme of the Russian part of Europe.


A modern coat of arms of the Komi Republic is made based on the Perm animal style: a red shield (red) box bird of prey, directed straight at his chest - the face of a woman surrounded by six elk heads (without horns), three on each side, all the pieces of gold.
